Description
SPS is seeking candidates to support of PM Tactical Network programs. These Systems Engineering and Technical Assistance (SETA) non-personal services include expertise not readily available within the Project Management Office or supporting matrix commands including Communications-Electronics Command (CECOM) Life Cycle Management Center (LCMC), Communications Electronics Research and Development Engineering Command (CERDEC) and other US Government offices. These services provide the flexibility required for tasks, which cannot be accomplished by the US Government organization within the available time. The efforts under this PBSOW comprise a broad range of efforts including: The objectives of this requirement include providing system engineering and technical support, laboratory support, test engineering, field engineering support, information assurance and security engineering, electronic warfare analysis and modeling, and other technical acquisition support tasks for WIN-T network transport elements and associated systems. These elements include the Protected Anti-Jam Tactical Service (PATS), Advanced Extremely High Frequency (AEHF) and Military Strategic and Tactical Relay (MILSTAR) SATCOM terminal and satellite programs, projects, Network Centric Waveform (NCW), NCW- Resilient (R), Protected Tactical Waveform (PTW), Wideband Global SATCOM (WGS), commercial Ku and Ka satellite services, and emerging DoD and commercial Low-Earth Orbit (LEO) systems, and other initiatives. The Contractor shall be responsible for the timely and efficient execution of these activities to ensure that all assigned tasks are delivered correctly, on time, and within technical scope.

Duties
  •  Provide technical, programmatic, operational and analytical support to PM Tactical Network, PEO C3T, ASA(ALT) and to the United States Army Training and Doctrine Command (TRADOC) Capability Manager (TCM).
  • Conduct analyses and prepare recommendations to Government authorities empowered to make final decisions for management, budget, acquisition, and scheduled milestones.
  • Assist the current Government DASC with ASA(ALT) oversight of the TN program and assist the Project Manager, TN and PEO C3T with HQDA coordination for all program management activities.
  • Support all levels of activities and reports that will deliver documentation as a result of time-driven events mandated by the OSD direction, regulation, and statute.
  • Organize hands-on coordination of any major acquisition-related documentation such as Acquisition Decision Memorandums (ADM), acquisition Program Baseline adjustments, and Acquisition Strategy Reports.
  • provide network engineering to develop and refine the network/system design using the emulation test bed capability
  • submit all outlining experiments, developing test plans, executing the tests, analyzing data, and providing recommendations back into the design process to PM Tactical Network for recommendation, review and approval

Qualifications
  • Bachelor's Degree in engineering or other relevant disciplines
  • 10 years working in Army/Joint telecommunications
