Overview
Software Professional Solutions (SPS) is currently seeking qualified candidates to serve as Senior Cost Analyst that will provide on-site support for Financial Management Activities at the Project Manager level.  This position will be located at Aberdeen Proving Grounds MD

This position requires U.S. citizenship. Secret clearance with the ability to obtain Top Secret/SCI clearance is required.

Responsibilities:
  • Perform studies and analysis on financial operations.
  • Provide cost analysis and estimating support in developing cost models for estimating program resource requirements and life cycle cost estimates.
  • Provide subject matter expertise in developing and maintaining Automated Cost Estimating Integrated Tools cost models
  • Assist in the development of cost estimates for work packages and Independent Government Cost Estimates (IGCE) as specified by the Government for use in forecasting budgets and developing contract packages.
  • Assist in the preparation of budgetary documents and reports for review and approval by the Government to include Standard Operations and Maintenance Army Research and System, General Fund Enterprise Business System, and LMP.
  • Assist in the preparation of documentation for program requirements, cost and manpower requirements estimates, justification for costs and manpower, justification for delays in program spending, modifications to program budget submittals and back-up data/charts to support the estimates for systems, program and budget submissions, program office estimates, OMB reports, congressional inquiries, audits, other programmatic documentation, and information papers and briefings.
  • Assist the Government in preparing and provide input for BCA and CBA.
  • Participate in program/budget scheduling and planning activities that involve formulating both broad and specific guidelines for planning program elements and sub-elements.
  • Prepare recommendations for program objectives, operating schedules, resource requirements, and overall program plans to include DoD mandated documents such as the Cost Analysis Requirements Document (CARD), Program Office Estimates (POEs), and Life Cycle Cost Estimates (LCCEs).
  • Participate in program/budget reviews with all levels of the Department of Defense.
  • Assist  in the execution of Army and non-Army funding, to include, but not limited to, outside agency funding such as FMS, Operations and Maintenance, Army (OMA), Research, Development, Test and Evaluation (RDT&E), Other Procurement, Army (OPA), Aircraft Procurement, Army (APA), Overseas Contingency Operations (OCO) OMA, OCO OPA, and OCO APA.
Qualifications:
  • Bachelor’s degree in a related field
  • 7 years of experience
  • Army  experience preferred.
  • Excellent verbal and writing communication skills
  • Skilled in  operating MS-Office Suite including Word, Excel, Power Point.
